Yes

If the request is approved, then you normally find out on the same day (i.e. the 11th of the month).

The panel meets on the 11th of each month (if a weekday, otherwise the following Monday I think?), which means that they reviewed your CoS (or the CoS you are chasing) and did not approve the request for some reason.

Make sure your sponsor has checked all emails for any additional requests for documents. Otherwise it's probably going to be refused. If it's refused, they take much longer to notify the sponsor.

I would recommend the sponsor ring up the business help desk and try to find out why there is a hold up. If it's something fixable then you can make an urgent request to be considered outside of the panel. It may take longer, as they receive alot of such requests, but it could be approved outside of the panel meeting.

I received notification of my CoS being approved Aug 14th from my employer.

I received a response from empolyer that they are in the process of assigning CoS to me. However, they asked my home address.

What does that mean? They already got approval or not?

It means they got it, they can only assign an approved CoS
