hi vs007,
i am in Delhi,
for translation try www.crystalhues.com. Notarisation is not mandatory. Notarisation is done by Notaries available in the local court.

vs007,

Please follow the link for the notaries in India and chose a notary, who is accessible to you they may charge Rs 100 to 200 for notarising the passport;
http://lawmin.nic.in/la/notarylist.htm

Hope this helps
