These may be the rules, but the French embassy (at least) are not abiding by them. From my experience TLS are now the only way to get a French Schengen visa. Having first gone to the French Embassy next to Hyde Park, I was sent to an office of theirs near South Kensington tube station. This office was locked up with a little sign saying that all applications were now being handled by TLS. There was of course a crappy explanation like 'in order to streamline the experience for all service users' or some nonsense like that. Update:As I am facing the same problem as the original post (we have a Chinese marriage certificate which needs to be legalised in London in order to get a French Schengen visa, but no-one in London is willing to legalise it), we may consider going to Germany as our main destination instead as per snappysnap's positive experience with the German office.
