UK born baby VISA via Birth Certificate

Can I get new UK born baby VISA as a dependant of Tier 1 (General) Migrant using birth certificate as I don't have her Passport? Her passport application is in progress in parallel but she has to travel outside UK soon.

Nope. You need passport.

Just FYI. It is about travelling to India (on indian passport or any home country on that country passport) for your baby, you don't need T1-dep visa right away.
You can apply from the home country as visa is required when flying back to UK.
