eea extended family route applications

hi everyone out there, this forum has been really helpful for me. i need to ask some questions about the eea extended family member applications.
scenario: I've applied for the eea2 application and I've already got my residence card. i wanted to know if my younger brother who is 23yrs now can join me here? if he is eligible to apply, how can he apply from out side the UK and what kind of documents does he needs? Point to be noted I've been supporting him financially from uk. thank you!
