enquiery about eu 1 stamp

i red some thing in justice.ie that to get eu 1 stamp i must have lawful residence in another eu country ya?so first i have uk work permit visa in my passport that was in march 2004 and it was multi visa for 10 days entry time so would that concidered to be alawful residence coz it wasnt visa or tourism and if not what exactely would be that lawful residence i hope that some 1 can help me with this issue and thanks.and if any 1 have any idea about the final appeal decision when and will it be final or could be postponed ?
