What is the chance to kill DV on 110th Congress?

There is many bills related to cut the DV or cut the budget of DV,
such as H.R 2764, H.R 1430, H.R 3064 and also the died bill S.1639.
It feel that there is very danger on DV but it's so lucky that,
never passed the bill to kill DV.

Why H.R 1430 never been discuss in Rep. even 58 congressman
suggested the bill? In fact that does it be general agreed to kill DV
in Congress or not?
