I feel your pain. When I used the Check and Send service and had specially put all our forms and certificates neatly into an A4 envelope, the post office woman took them out, folded the certificate, and posted them in the HO issue envelope.
When the HO returns your documents, they fold the certificate so that it will fit into the standard envelopes they use for document returns. I was also frustrated, as our certificates were quite wrinkled when we received them back, and it's taken so long (and so much money) to get them!
