I will try to answer your questions;
1. As a family member of EU citizen, you can travel whole EU member countries with your partner with out visa. Just take your marriage certificate and passport with you.
BUT if you have checked this forum you might already have seen many problems about movement of family members of EU citizens. I dont think there will be any problem at Romanian border but to make it sure and safe, just apply a entrance visa from Romanian consulate in Uk. They have to give you visa asap with out charge any penny. Because you are family member of EU citizen. You can get visa for any EU country like that.
2. I had the same question in my mind and also I have posted the same question here. After I googled some I have learned that if you want to get Romanian citizenship through marriage
you must live in Romania for 5 years and of course you must speak Romanian. So in your case you can not apply for citizeship yet. Maybe you would like to check the law:

I know it is really hard law. Some other countries give opportunity to get citizenship without staying in that country. Just proof of living together with your partner for some period of time is enough to apply for citizenship. But sadly it is not the same for Romania.
