Hello,

Does a spouse of Irish citizen holding stamp 4 need a visit visa in order to go to northern Ireland?

Yes. Unfortunately, stamp 4 does not allow entry to the UK.

I have asked about this before and was told that the non-EU citizen would have to apply for a UK visa.

Sorry to be the bearer of bad news :(
