British Embassy will not be able to accept your application as you are an overstayer.

You will have to return, unfortunatley.

If someone is waiting for an EU1 decision they are not an overstayer. They are still legally in the state, albiet without proof of such.

This is a UK immigration question though.

It seems that the UK Embassy in Dublin are aware of the problems with Irish immigration and the EEA permit, and may be willing to accept an application even if the applicant does not yet have their Irish residency.

I suggest you talk to the British mission in Dublin.
