UKBA intervention in Registry Office during Marriage

My friend from Pakistan has been in UK for 7 years 2 months on Tier 4. His college got revoked for more then 60 days but he has not received a 60 days letter from the UKBA or from the college. In the meantime he thought of marrying his 2 years live in relationship partner who is a British girl. But couple of days back while getting their marriage registered in the registry office UKBA officials intervened and interviewed both of them separately. The boy admitted of working in breach of his immigration requirement whereas the girl gave a different version as if he is not working.There were lot of other discrepancies in the answers given by both of them as they were interviewed separately. The UKBA officials did not arrest him rather asked him to sign a weekly register in the UKBA office and wait for their letter

Kindly advise if he can still marry? OR can he approach the court to get married?
