You can only have one application in process at any one time. So you have a number of choices.
Leave your current application to run its course and await the decision.
Vary your application to HR only
Withdraw your tier 4 application and submit a new application under HR.
LGBT is not a particularly strong HR claim in most circumstances unless you have entered into a civil partship or marriage in the UK that would be deemed illegal in your home country.
I would stick with your tier 4 application, hopefully it gets granted and with that in hand make a HR application.
If you think you are going to be refused tier 4 then vary it now to HR. That will look more credible than a HR application after a refusal.
