the home office has asked me if i have indefinite leave to stay. i do NOT have this permission
You do not need indefinite leave to remain to become British under section 4B of the 1981 Act. If someone on the phone at the Home Office said you needed this it was wrong.
But you do need to show you were not an Indian citizen on 4 July 2002.
So you need to give details on:
- how did you get British Overseas citizenship;
- where were you born?
- where were your parents born?
- when did you first obtain a British Overseas passport?
- on what basis did you apply for an Indian passport?
- when and why was it cancelled?
And what country are you in currently, and what is your current status in that country
