Does Spain issue Residence Cards to OFMs?

Has anyone any experience of the Spanish issuing a residence card to 'other family members'? Can it happen?

The Spanish legislation as I read it does not mention 'other family members'

Spain is a part of EU and all EU countries follow one version of directive and directive cover other family members. Spain should allow other family members too, just visit or send email to Spain embassy.
