Tier 2 ICT Long Term Migrant -> ICT General

Hi Guys,

One of my friend has been working here on Tier 2 ICT Long Term Migrant visa and visa is dated 01 Apr 2012. If possible, he would like to get it changed to ICT General. His employer is willing to go through any steps required to do this or any workarounds required (for eg- travel to India and back, etc OR change of employment to a different company entity which is established in UK as well).

Can he get his visa category changed from Tier 2 ICT Long term to ICT General without the one year cooling off period?

Any early response will be highly appreciated as he is negotiating his employment and will soon have to decide a course of action.
