Urgent PCN bailiff

Hi ,
In august 2013 I changed my house address but updated my v5 only later and sometimes in July 2013 I had driven in bus lane,so was caught in camera.the fine was sent to my old address but I had already moved in a new address so did not receive it.later in March 2014 bailiffs contacted me that I have a pending fine so I paid a fine of £400 to bailiffs.no points on my driving licences or any court involvement.
So in case I go for extension this year,in the application should I mention about this in criminal or civil judgment section?
Will it effect my extension?

I know PCN is not a criminal offence.but just want to know whether I need to mention it in the application or not.and will it effect my extension or ILR?
