The categories of general or family visit makes no real difference. If she was previously refused any type of visit visa she will likely be refused any other type of visit visa.
To be granted any type of visit visa, she has to show her strong social and economic ties to her homeland. If her spouse (her strongest social and economic bond) is British and is living or intends to live in the UK, her motivation to leave the UK after a visit is severely compromised. There is no way she can satisfy the visa authorities as to her real intentions, particularly if her spouse does not have the means to sponsor a settlement visa.
The only way she could be granted a visa would be if you (her spouse) could show your ties to her homeland and that you intended to remain there or return there after visiting the UK. So, unless you are living and working in her country and have strong social and economic ties to that location (thereby reinforcing her strong social and economic ties to that location), there is no real chance of success.
