I don't think that is correct what you are saying at least as far as I know because the Directive underlines that "Other family members such as siblings, cousins, aunts and uncles and other relatives have the right to have their entry and residence facilitated by the host Member State if they are dependant on you or are members of your household or where serious health grounds strictly require your personal care.
