Visit Visa question

If someone has submitted a spouse visa application from abroad which was refused and is now waiting for the appeal, can they In the meantime apply for a visit visa to the UK to see their spouse? i.e.c an they still process the visit visa whilst the spouse visa appeal is pending?

Yes - but it's highly likely to be refused. You've declared an intention to settle in the UK via the spouse visa. A visit visa after will look like an attempt to bypass the spouse visa.
