Congestion Charges

hi,
Ill apply naturalization on 8th Dec 2014, but I had congestion charges in Feb 2012, I had received congestion charges notice that time and I paid on time.
will it affect my AN application ....?
should I declare on an form or not ?

Seniors can tell you better, but if this is the one and only FPN then you should be okay.

I'd book NCS and ask them about it stating clearly what happened.
