Possibly Belgium, but if naturalisation is your only or main goal you would have to look also at the other criteria for naturalisation in the various countries, as well as at how easy or possible it is to arrive at an immigration status that would allow you to be eligible to apply for naturalisation. You might also want to consider which countries allow naturalising citizens to keep their former citizenship, if that is possible for you and important to you, as well as requirements for any dependant minors to gain citizenship.
