Have you worked in another EU state? If not, then they are right to refuse you. You can't get an EEA2 residence card for your wife if you are British, unless you have excessed treaty rights (worked/been self-employed) in another EEA country (e.g. France/Italy). You, of course, could work in the other country for a few months (some say 3 months plus 1 day/others say 6 months) and THEN apply for your wife to get an EEA Family Permit to join you in the UK. Sorry to say that it's really hard to tell how long they will take or if they are going to interview/visit you! It would be best if you were to prepare for all eventualities.
