I applied for Naturalisation for my wife and I on 23/12/2014 through NCS Newham.
It was pretty straight forward in NCS and both our applications were checked in 30 minutes.
The gentleman who checked the documents had a query on my wife's English language proof I submitted. (I submitted a letter from the University which stated the medium of education is in English). He wasn't sure if that is enough. We had used the same letter, along with the Degree Certificate, for ILR application which went through successfully.
He rang UKBA and they confirmed the letter alone would suffice as the ILR was granted after 28th (or 23rd) Oct 2014. (Our ILR was granted on 13/12/2014)
Eligibility criteria: 5 yrs (Tier 1 + 1 Yr ILR)
Mode of application: NCS Newham
Date of NCS Appointment: 23/12/2014
Date of receipt by UKBA:
Date of debit of fees:
Date of receipt of acknowledgement:
Date of receipt of approval:
Date of Ceremony:
Other Updates :
None as of now

It may or may not be acceptable. I also provided a similar letter at the time of my ILR application and they accepted it just like it was acceptable at the time of my HSMP application in 2008. In the ILR application form there was a provision that english language proof is not required if you have satisfied this requirement previously. However in the naturalisation application form, there is no provision for such a letter, and you need to provide a NARIC acceptance certificate. The guidance is quite clear that what will be accepted. I sent my degree and other transcripts to NARIC and to my surprise they said that the level of english was not acceptable. To avaoid any risk I took the B1 test. However I hope that you will not face any issues. Can you give information on the degree and the university?

You would have already met KoLL criteria if had applied for ILR after 28th of October 2013. In that case, you don't to worry about anything.
If you made the application before that date then you'll need to meet new KoLL requirement.

No Fees taken yet. I'm worry.
Today I contacted the bank, they confirmed, no attempts done and no pending transaction .
I called UKVI today, she said wait for at least 4 weeks.
Many people applied after me and their money deducted and received acknowledgements.

I believe it should be fine as it was confirmed with UKBA staff on call by the NCS staff.

That's my understanding as well since I applied for ILR through same day appointment and got the decision on the same day - 13/12/2014.
