Civil Penalty

Hi,

Can some help clarify this confusion. I and my husband will be applying for ILR this Jan but we are confused on the section where you have to declare any civil judgement or penalty. My husband was fined over a year ago for over speeding which he paid and was also issued 3 points , do we have to declare this as a civil penalty?
