Tier 2 General Visa application processing

hi all,
i applied for a tier 2 general visa on 9th september 2014 and still waiting for the decision on my application.
whenever i contact UKVI they say 'decision delayed for further investigation'.
Now, i want to know if there is a maximum time limit which they can take to decide on my application? or they can take as long as they wish?
i did get an email from them saying my application was not straightforward and they will not process it within
their service standards. it has already been 16 weeks (over 4 months) and counting. my employer wants to know if i can join work or not as he can not wait any further. i am in total helpless position and don't know what to do!
please help if you guys know anything!
