Difficulty in finding a professional referee

Hi all,

My wife is having difficulty in finding a professional status referee she has known for three years for her application, she is a house wife and she dont have a professional referee.I have tried with GP , they say they would not able to sign.

Could some one suggest what's the alternative to this ? I have friends who are the British national however not sure if they can sign in professional standings.

Have in mind that only second referee has to be British and over 25 years of age and profession is irrelevant.
First referee does not necessarily has to be British but he.she has to be a professional from the approved list.
