I think your understanding of the law is wholly misconceived.
Even if you are correct on the Irish Citizen having PR on day one, it does not assist, as the rules make provision for children who have resided for 7 Years or British citizen.
British citizen cannot be equated to Irish Citizen .
If the kids has been residing here for 7 years then you may have a case.
I accept the rules provide for kids with settled status, but this will not assist, as kids with settlement status does not engage exception 1. The parent will need to meet all the conditions in the rules, which I am sure the person in your case will be able to fulfil
