Family Visitor Visa query

This is on behalf of my Father-in-law:
I am currently in India.I have UK FAMILY VISITOR visa valid until 16 Mar 2015. I had been in UK for 21 days on the current visa. I would like visit my daughter and grand daughter for three months starting mid March, I would like to know what is the earliest day when I can file my visa application as the current UK family visa is valid till 16 Mar 2015. Thanks

Appreciate if someone can guide when can my father in law apply for new visa, can he apply before his current visa expire or does he need to wait until his current visa expire?
