Today someone told me that I must have been present in the UK 10 years before the date of my application.

Example: If I am applying tomorrow (03/02/2015) then I must have been present in the UK on 03/02/2005.

Is this true?

No

For long residence applications applicant must be legally stayed in country for 10 years or more only.
The rule you mention above is applicable in Nationality applications where applicant lived in the UK for at least the 5 years before the date of application.
