Application on FLR FP for vary application to FLR M

Hi all members

I am writing this on behalf of my brother
could any one help in this problem

the back ground is that my brother was student married with British citizen she has started 20,000 job 4 months before and has got 4 payslip upto now .
my bro college was closed and home office curtail his visa given him 60 days which end in days he want to apply spouse visa on flr FP instead of flr M due that he has 4 month payslip upto now

can any one tell the procedure how to vary application after two months if its still not decided
will they give appeal right in flr FP
is there any specific form or just need to write a cover letter for variation of application
could any one plz give covering letter template plz
