Tier 2 (G) visa extension problem

Hi forum

My friend has applied for Tier 2 visa extension yesterday - and we think he will run in some problem...

Last year, he applied for Tier 2 visa.
SOC code: 2136;
Designation/Title: Analyst Programmer;
Salary: £25513pa;

As he was switching from PSW to Tier 2, he was treated as a 'new entrant'. Hence, less salary was not a problem. His job is a yearly rolling contract. As such, he has to apply for a visa extension now. He is in same job. His current salary is £26274 and he works for 36hrs a week.

Unfortunately, for the question 'Is your job a shortage occupation?' he has filled in NO.

My doubts:
1. Was it inappropriate to fill NO for shortage occupation question? If so, what to do now? The application is already gone.
2. Is the salary £26274 (pro rata £28,463.50) okay - as he is just extending the current visa. Or does it have to meet the criteria for experienced worker, which is £29600 for SOC 2136.

Any light on this matter is highly appreciated.

I was hoping someone answers to this. Okay, let me rephrase the question:

If a person with Tier 2 General visa (granted in February 2014), as a new entrant (PSW to Tier 2 G), has to apply for extension of his visa, whilst in same job, which of the following applies to him:
1. There is no minimum salary requirement OR The minimum salary requirement is 20800
2. The salary requirement for the person will continue to be as New Entrant
3. The salary requirement for the person will now be equivalent to an Experienced Worker.

Can someone please give some guidance?

he has to meet the experienced worker rate on extension applications
