Sorry I dont really check this forum often!
I believe you might need to go back to Ukraine in order to apply for EC. At least because they introduced biometrics recently - so everyone needs to visit processing center in person.
I suggest also that you check out rupoint.co.uk immigration forum; there is plenty of HSMP-related invormation specific to Russia and Ukraine.
