On Home office website it says: Validity: 5th November 2015 for a UK Immigration application when taken on or before 5th April 2015

So does that mean they have changed the rule and reduced the validity from 2 years/never expire to a limit?

Level A1 is required, under the old rules you have until:

05/11/15 to apply for a settlement visa using one of the qualifications under the old rules

2. What is the validity of English Language course?

It depends, under the new rules the tests will be valid under the Home office rules for 2 years, however they may be valid for other purposes for longer than that, you'd have to check depending on what else you wanted the test for.
