To the OP, I'm not absolutely certain, but from what I have read on other forums, the savings requirement for spouse visa is much higher. To begin with, the first £16,000 is disregarded. Then for every £1 of earning that you want to substitute with savings, you need to show £2.5 of savings. So, to make up the whole of the earnings requirements, you would need £(16,000+18,600*2.5), so £62,500 in savings.
If you have savings of more than £16000, the excess (savings -16000)/2.5 would be the amount by which your earnings can be reduced. So, if you have £21000 savings, your earnings will have to be 18600 - ((21000-16000)/2.5)=18600-2000=16600.
