If you do not hold a work visa that entitles you to work in the UK then you are breaking immigration laws.
Even business visa's have strict regulations on what you are and are not allowed to do.
My advice is - accept the relocation to Netherlands and once there refuse to work locally in the UK as you do not have a visa and do stuff remotely till you can get a Tier 2 visa again after cooling off period.
P.S. do not travel on a business visa and risk putting yourself at immigration risk even if your company / team manager insists as it is gambling with your life and future if you want to someday live permanently in the UK.
Next time try to get your company to bring you on a Tier 2 General visa.
