could anyone please share the download link to entry clearance form and guidance notes please? i'm applying from outside the uk.

Use the same HSMP1 guidance notes, the website of your local british high commission. HSMP1 notes on EC is very limited so it wouldn't hurt e-mailing or calling them as well for further guidance.

If I am applying from UK and I am going back to India , but my contact details are of UK. then do I need to FLR or EC???

If you are applying from within UK its FLR, applying from abroad would be EC obviously

No u don't get my point.
See I am applying from UK, but I m going back to india. I won't be in UK when I will get approval. so then what will do FLR or EC?
I think I made it easy.

You will need to send your passport with FLR/EC so whichever country you are in when you do this, that will tell you which one to use.
