US denied British passport holder ESTA

Am making an enquiry on behalf of my brother who is now a British citizen and US denied him ESTA and has not been able to travel to the states to see his family
Appearantly he applied for a US visa when he was on spouse visa/indefinite in 2012 and he got his British passport in 2013 and he waited two Years before applying but he wasdenied again and he's so devastated
What other options is available to him please

Has he applied for and been refused a visa before on his foreign passport?
What is his birth nationality?

What family? Wife, uncle, mother etc.

He was refused US visa on his foreign passport before he became a British citizen
His extended family are in the US

Reason for refusal was that he didn't have enough money to cover his trip and that was in 2012
His circumstances has changed now but his ESTA application has been refused twice now despite he's now a citizen of UK

He should apply for a normal US visitor visa at the embassy because he has had previous refusals and not an ESTA .

And he's nationality has changed from his last application?

What are the chances of refusal ? Difficult to say, he will need to prove he meets the requirements
He's into a full time Job now He will need to provide proof of this and funds to support himself in the US
And he's nationality has changed from his last application? His nationality has changed but he is still the same person (with previous refusals)
