ILR query

Hello
My wife got her Tier 1 visa in June 2010. Will she be able to apply for an ILR in May 2015. I have heard from some people that ILR will be closed for Tier 1 from April 2015 or something like that?
Can anyone please clarify?

closed for Tier 1 from April 2015 or something like that?
Only Tier 1 extensions for main applicants not for ILR applications.
apply for an ILR in May 2015
