Tier 4 Appeal and now got Tier 2

Guys i need some information with regards to cousin.

I will appreciate if you can guide me on that.

1) Applied Tier 4 and refused in October and hearing is February in FTT
2) Graduated from the UK
3) Got Job offer and COS

Is it possible to change like withdrawn appeal and go to window for Tier 2,
What is the maintenance requirments and company got A rated.
What will be the best procedure.

Will be appreacite early response.
