Permanent residents

Hi good day to you all I would like to know after a
Partner of an EEA notional obtaining permanent residents
Are they still under the EU ? are they are now under British rules
Also can one with permanent residents apply (sponsored) for family member in their country to visit the UK.
And lastly do they still need their EEA national treaty right
To apply for British pass port? Thank you
