No, it does not say fixed penalty. It says conditional offer. I have counter part with convicting court code and I recently applied through NCS.
the lady ask did I went to court, and I said "NO" she says then its fine.
I think convincing court code is mentioned on all the counter parts if somebody has any road conviction.
