Visa Delay

It is almost 8 moths now no response from home office. I wrote 5-6 letters and emails also phone to HO but they hardly reply of any of my letters. I gave my biometrics in sep 2014 month. Now My Uni looking for visa before my exam. Can you please advise ?

Applied: 10/08/15 (HO received next day)
Payment taken: 12/08/15
Bio letter: 17/08/15
Bio Given: 20/08/15
COA: 14/09/15(dated 10/09/2015)
RC: 18/01/16(dated 11/01/16)

Congratulations!!! The letter was it by post or an email? Did it contain your BRP?

My wife applied for tier 4 general dependent visa 9th April 2015...
She got the Mail on 23rd April below

NOTIFICATION LETTER TO ADVISE THAT APPLICATION MAY NOT BE PROCESSED WITHIN SERVICE STANDARDS

Your Reference: NEW DELHI / ******

23/04/2015

Dear ************

Thank you for your UK visa application which has been received and is under consideration. We aim to process Non Settlement applications within 15 working days (unless you have opted for the Priority Visa service), and Settlement applications within 60 working days.

Unfortunately, the processing of your application has not been straightforward and we may not be able to make a decision on your application within our customer service targets. We will continue to progress your application and make a decision as soon as possible.

We will notify you via e-mail once your application has been decided and despatched.

Please do not attend the visa application centre until you have been asked to do so.

they said its not gonna be more than 15 working days...and its now 38 days no response...please can anyone help me on this...
its a tier 4 general student dependent visa my wife applied for. I'm a genuine student studying ACCA at BPP University Croydon,uk.
it's really heart racking .. so frustrating and hampering my study.
please help
