Schengen visa from Pakistan

Hi there

I am a british citizen and my mother is visiting me from Pakistan this summer. She got 5 years UK visitors visa and has been to UK numerous times. I am planning to take her to Europe and I got few questions.

We have time so I think its better for her to apply for schengen visa from Pakistan. Is it possible for her to apply for Schengen without flights and hotel bookings, as I am thinking to plan something once she is here? Though I have decided to take her to Switzerland.

i am thinking to send a covering letter with her application explaining this, but I just want advice from the experts here if its possible or not.
