Please help - Newborn baby with no passport

Hello everyone,
Can you advise me what should I do to sort-out the immigration status of our one week old baby.
My wife and I are on Tier 2 general immigration visa. (with me being sponsored by a UK university).
We're still 2 years away from being eligible for indefinite leave to remain.
My wife and I on Iraqi passports.
Our baby is with no passport, just UK birth Certificate (she born in the UK).
In order to obtain an Iraqi passport for the baby from the Iraqi Embassy they are requested some documents that can only be processed in Iraq.
Iraq, as many of you know, is a war zone and we've no intention to travel back to Iraq for the sake of some paperwork.
What options have we got to get our newborn an immigration status without passport?
Please help.

If not travelling, then child does not need to make any application for leave to remain.

Back to beginning. :)
We can't issue her national travel document for the reasons stated.
Is there anyway to get her UK travel document?

Probably no, until she is registered as a British citizen, after a parent is granted ILR.
