Healthcare surcharge fees

Hi All,
I am applying for Tier 1 General Dependent visa for my new born son from India.
Though we paid and filled the online application form on March 2015, My wife is going for4 biometric details and submitting the application and on 15th April 2015.
As you know that Health care surcharge fees are introduced from 6th April 2015, now i am bit concern whether do i have to pay healthcare surcharge fees for my new born son? can someone help me here please?

Not sure i know the answer for that but i think not required since you have applied before april 5th 2015.
