Options for a Tier 1 (G) migrant if ILR refused

I am a Tier 1 General Migrant and my ILR is due next year. I was wondering what options would I have if my application for ILR gets a refusal? I want to prepare for anything and want to know up until the very last possible option I may have.

How does the system work? Can we appeal? if yes but if appeal is also refused, can we go in court, if yes, which courts? Sorry i am naive about the hierarchy of the courts in the UK in regards to immigration cases.

Please help me to fill in this.
Step 1: Apply for ILR
If approved then OK, if refused then Step 2

Step 2.........?
If approved then OK, if refused then Step 3

Step 3.........?
Step 4.........?
