I am on an EEA2 res card. I am married to an Irishman living in Belfast. Am I able to apply for jobs in ROI or am I only allowed to work in NI unless both my husband and I move to the south?

If your husband is not resident in Ireland then no you cannot work there. Your EU rights are dependent on him being resident in the host Member State.
