There r very rare chances that referees would be contacted. I have never heard anyone saying that their referees has been contacted in relation with their naturalisation application.

So whats the reason to get two referees for the application?

Is there no one who has had their refees contacted?

Maybe, I've never asked my referees.
Naturalisation timeline: EEU PR
Application date: 17-03-2015
Fee deducted : 24-03-2015
Acknowledgment email : 25-03-2015
Approval date : 02-04-2015
Ceremony: 28-04-2015

HO suppose to contact them but it is not of that significance as other checks so they r not bothered.

Given we have biometrics introduced for AN applications, the referees become almost irrelevant, most likely will soon be withdrawn from the process.

I hope so.
British passport is Biometric yet they need a reference of British Passport holder. So I doubt anything will change, speculating on it on this basis they will probably limit it to only one reference of a British Citizen, to bring it in line with biometric passport regulations.

Its very rare/not reported here at all, and I am guessing its done only when they have a genuine doubt the applicant isn't what they're representing themselves as, or there is some passport discrepancy in British referee.
