Shockingly/silliest ever EEA2 RC refusal

EEA2 to me personally is irrelevant but one of my neighbour has got shocking eea2 RC refusal. Actually he had sent his eea2 application nearly 6 months ago and later on after 3 months immigration officer came to his house and interrogated to him and his EU national wife and they confidently replied & satisfied them. But now after 3 months his application has been refused on the grounds that immigration officers did not find both of them at home but the address the caseworker used while refusing is totally incorrect which they both even don’t know and even never before they passed from there. Despite the fact they were already be interrogated in their correct home address and same address they have already mentioned in their application. What is the best option for them to do:
1. Appeal the case
2. Appeal and reconsideration together

There is apparently a mix up somewhere. Do they have the contact details of the caseworker who visited them?

yes he has got the copy of that warrant letter issued by magistrate court authorizing ukba staff to enter his home but in this operation two illegal immigrant were also arrested and one of them was deported after kept at dover for one month but other one was released. What should he do either appeal only or appeal and reconsideration both together because the address caseworker used is totally incorrect. He is afraid not to join that queue again so which is faster and better for him.

Appeal.

Your decision letter will usually tell you if you have either of these rights.
I don't think there's any harm in writing to the caseworker who visited them, informing him of the mix up.

Hi guys
Wondering if HO officials visit any one at home.
Should we expect and demand a warrant from them as OP said Above.
Is it ok demanding before even opening the door?

I have heard that UKBA has lost some data few weeks ago and maybe it could be the reason of that mess up. But it is not a normal error.
